Specter stated that he first flagged this address on June 15th, but only recently completed further tracking and analysis, attaching multiple related addresses for verification. This large-scale exchange has raised market concerns about potential historical fund flows and liquidation motives. According to his tracking, this address has an on-chain connection to the Mining Express project, launched in Ukraine in 2019 by Brazilian founder Kaze Fuziyama. The project initially attracted investors using a multi-level marketing (MLM) model, was later accused of being a Ponzi scheme, and shifted to cloud rendering and other business models after ceasing repayments.

Tim Draper is a well-known venture capitalist who purchased approximately 29,656 BTC (from Silk Road seizures) at a US Marshals auction in 2014 for about US$632 each, totaling US$18.7 million. These BTC were worth a peak of US$3.74 billion and are currently worth US$1.82 billion.
