The rule would establish a temporary registration exemption for developers launching crypto investment contracts, allow for a certain amount of financing, and create a safe harbor for issuers exiting securities regulation. SEC Chairman Paul Atkins stated that this move aims to achieve the goal of "making the U.S. the global crypto capital," establishing clear rules for crypto asset financing, and providing clear guidance for the custody and trading of on-chain tokenized securities. This is the SEC's first major rule-making effort in the crypto space; previously, the agency had released a digital asset taxonomy and begun developing related plans to promote tokenized securities. The cryptocurrency rule is currently under review by the White House Office of Information and Regulatory Affairs.

The computing power leasing sector performed strongly, with Wangsu Science & Technology and Sangfor Technologies both hitting their 20% daily limit, and Inspur Information opening at its daily limit after releasing its earnings forecast. DataPort and YunSai Intelligent also hit their daily limits. The precious metals sector rallied during the session, with Zhaojin Gold hitting its daily limit, and Xiaocheng Technology and Chifeng Gold following suit, after the People's Bank of China increased its gold holdings for 20 consecutive months. Oil and gas exploration, software development, tourism, and hotels also performed well. The new energy industry chain fell in the morning, with lithium mining and energy metals leading the decline. Rongjie Technology hit its daily limit, and Shengxin Lithium Energy, Tianqi Lithium, and Yongshan Lithium saw the largest declines. Humanoid robot concept stocks performed poorly, with Rifeng Precision Machinery and Estun hitting their daily limits during the session, and Greenland Harmonic falling by 10%.
