South Korea's Financial Services Commission has transferred two cases of cryptocurrency manipulation to prosecutors.
PANews reported on July 1st that, according to the Chosun Ilbo, South Korea's Financial Services Commission, at its regular meeting, voted to transfer two cases involving suspected manipulation of the virtual asset market to the prosecution. The first case involves digital assets listed simultaneously on domestic and overseas exchanges. The suspects invested tens of billions of won, acquiring more than half of the global circulating supply. They first artificially inflated prices on overseas exchanges, then used cross-market arbitrage and price linkage effects to induce South Korean investors to follow suit. Profits on domestic exchanges far exceeded losses overseas, with the majority of losses concentrated among South Korean investors. The second case involves ultra-short-term manipulation of "Kimchi Coin." The suspects pre-purchased specific assets and repeatedly submitted market buy and sell orders within one second through the API channel to create a false impression of active trading. Simultaneously, they repeatedly submitted high-priced buy orders to inflate prices, then sold off their holdings in batches to cash out.

Interlace, together with several ecosystem partners, launched a white paper on AI-powered agent payment infrastructure, defining the "value transfer layer".
ChainCatcher reports that Interlace, a stablecoin infrastructure platform, has announced a collaboration with several ecosystem partners, including XAgent, Cobo, BlockSec, Stable, Conflux, Bitget Wallet, and Hetu, to launch the white paper, "The Value Transfer Layer of the AI Economy: From Conception to Implementation." The white paper systematically proposes an eight-layer architecture for Agentic Payment infrastructure, covering key aspects such as Agent application, payment execution, custody and governance, trust and compliance, stablecoin settlement, public chain underlying layer, user access and liquidity, and causal verification. All parties agree that the value transfer in the AI economy requires cross-domain collaboration, rather than being accomplished independently by a single protocol or product. The white paper is expected to be officially released within the next 1-2 months, at which time in-depth discussions will be held on core issues such as AI Agent payment permissions, compliance and risk control, and cross-chain interoperability.
The Bank of Korea has released a regulatory proposal suggesting that personal stablecoin transactions exceeding $10,000 should be limited to transfers from verified wallets.
According to Mars Finance, the legal team of the Bank of Korea has published a research paper titled "Regulatory Scheme for Foreign Remittance Transactions Targeting Stablecoins," proposing regulatory recommendations for large-scale stablecoin transactions. The paper, referencing current South Korean foreign exchange control regulations, proposes constraints on stablecoin transfers exceeding $10,000 between individuals, requiring such transactions to be conducted only between officially certified wallets, along with a pre-reporting mechanism. The institution acknowledges that there are technical obstacles to fully controlling unregistered wallets, but due to anti-money laundering compliance requirements, it is necessary to strengthen restrictions on large-scale cross-border stablecoin fund flows. South Korean regulators have previously repeatedly stated the need to improve the monitoring system for cross-border crypto asset transactions using non-custodial wallets; this paper further refines and implements the regulatory approach.
