A victim of a USDT online scam was helped by Hunan police in China to recover and return all the stolen funds.

According to BlockBeats, on May 20th, citing the Hunan Daily, on February 9th at approximately 8 PM, the Baojing County Public Security Bureau in Hunan Province received a report from Mr. Liu, a victim from another province, who claimed to have been defrauded of 100,000 yuan while purchasing the cryptocurrency USDT online. Upon receiving the report, the Baojing County Public Security Bureau formed a special task force and launched an overnight investigation. Using various investigative methods, the police ultimately identified the suspect as Shi. Investigation revealed that Shi had no fixed income and lacked the qualifications for cryptocurrency trading. To defraud people, he collected screenshots of others trading cryptocurrencies online, fabricated false profit records, and impersonated a seasoned "crypto dealer" to gain Mr. Liu's trust. Mr. Liu believed him and transferred 100,000 yuan to an account designated by Shi. After receiving the money, Shi did not deliver the cryptocurrency; instead, he gambled away some of the funds and split and hid the remaining money. Through precise analysis of the fund flows and comprehensive collection of evidence, the police quickly identified Shi and tracked his movements. On the night the report was filed, they decisively apprehended Shi and opened an investigation the following day. After solving the case, the police adhered to the principle of "giving equal importance to solving the case and recovering the stolen funds," patiently explaining relevant laws and policies, and actively mobilizing the suspect's family to cooperate in making restitution. Ultimately, they recovered the full amount of 100,000 yuan in defrauded funds. On the morning of May 14th, the 100,000 yuan of defrauded funds, which had been recovered according to law, was fully returned to the victim, Mr. Liu. Currently, the suspect, Shi, has been placed under criminal coercive measures for suspected fraud, and the case is under further investigation.

The Bank of Korea has released a regulatory proposal suggesting that personal stablecoin transactions exceeding $10,000 should be limited to transfers from verified wallets.

According to Mars Finance, the legal team of the Bank of Korea has published a research paper titled "Regulatory Scheme for Foreign Remittance Transactions Targeting Stablecoins," proposing regulatory recommendations for large-scale stablecoin transactions. The paper, referencing current South Korean foreign exchange control regulations, proposes constraints on stablecoin transfers exceeding $10,000 between individuals, requiring such transactions to be conducted only between officially certified wallets, along with a pre-reporting mechanism. The institution acknowledges that there are technical obstacles to fully controlling unregistered wallets, but due to anti-money laundering compliance requirements, it is necessary to strengthen restrictions on large-scale cross-border stablecoin fund flows. South Korean regulators have previously repeatedly stated the need to improve the monitoring system for cross-border crypto asset transactions using non-custodial wallets; this paper further refines and implements the regulatory approach.
