A turning point is approaching for US digital asset regulation: The Clarity Act gains bipartisan support and enters a crucial legislative phase.

According to Odaily Odaily, substantial progress was made in advancing the Digital Asset Market Clarity Act (CLARITY Act) during the recent Senate Banking Committee deliberations. The bill passed the vote 15 to 9 and entered the full Senate deliberation stage. Several bipartisan lawmakers emphasized during the discussion that the United States urgently needs to establish a unified regulatory framework covering digital assets to clarify asset classification, trading platform regulation, and market structure rules, thereby providing long-term certainty for the industry. Angela Alsobrooks, speaking from a family perspective, pointed out that the younger generation shows a natural interest in digital assets, and the regulatory system should strike a balance between "opportunity and protection" to prevent technological development from deviating from regulatory constraints. Tim Scott stressed that legislation should be driven from the perspective of economic opportunity and the American Dream, while Cynthia Lummis stated that the legislative process has demonstrated a clear foundation for bipartisan cooperation. Supporters argue that digital assets have become an irreversible trend, with approximately 68 million Americans currently holding such assets. However, a large number of transactions still occur on overseas platforms, highlighting the urgent need for the US to establish a domestic regulatory system to improve market transparency and investor protection. Analysts point out that the CLARITY Act is seen as a crucial supplement to stablecoin-related legislation (GENIUS Act). Without supporting rules at the market structure level, the US may lose its dominant position in the competition for digital financial infrastructure. With the bill progressing to the full Senate, there is widespread attention focused on whether it can ultimately pass legislation based on bipartisan consensus to establish the core rules of the US digital asset regulatory framework. The Bank of Korea has released a regulatory proposal suggesting that personal stablecoin transactions exceeding $10,000 should be limited to transfers from verified wallets.

According to Mars Finance, the legal team of the Bank of Korea has published a research paper titled "Regulatory Scheme for Foreign Remittance Transactions Targeting Stablecoins," proposing regulatory recommendations for large-scale stablecoin transactions. The paper, referencing current South Korean foreign exchange control regulations, proposes constraints on stablecoin transfers exceeding $10,000 between individuals, requiring such transactions to be conducted only between officially certified wallets, along with a pre-reporting mechanism. The institution acknowledges that there are technical obstacles to fully controlling unregistered wallets, but due to anti-money laundering compliance requirements, it is necessary to strengthen restrictions on large-scale cross-border stablecoin fund flows. South Korean regulators have previously repeatedly stated the need to improve the monitoring system for cross-border crypto asset transactions using non-custodial wallets; this paper further refines and implements the regulatory approach.
